‘Own your Space: Empowering Women to fight against Cyber Bullying and Harassment (25th Nov – 10th Dec)
In Collaboration with HEC, FIA, and NCSW
Background:
16 days of activism marks an international worldwide commitment to end violence and discrimination against women in all forms. Although Pakistan is taking progressive steps towards addressing the problem by introducing pro-women legislation such as the Gender policy framework (2022), the Anti-rape investigation and trial ordinance, and the Domestic violence against women (Protection and Prevention) act, however, there is still room for improvement and more interventions need to be carried out to safeguard the rights of women. One of the most pertinent issues that women face today is cyberbullying and harassment. According to the latest research report by the digital rights foundation, 40% of women in Pakistan have been victims of cyberbullying in the form of sexual harassment, blackmailing, hate speech, stalking, identity theft, and physical threats.
The Problem:
According to a study of online violence, 72% of women in Pakistan are unaware of the cyber laws and how to file a complaint and seek protection from the state. More than 45% of women think that it is embarrassing to report harassment and assume that the state won’t be able to safeguard their rights.
Our Action:
As an effort of the Planning Commission to address the issue it is proposed that we carry out an awareness campaign titled ‘Own your space: Empowering women to fight against cyberbullying and harassment. The campaign will be run in educational institutes of Rawalpindi and Islamabad from 25th November to 10th December, in collaboration with the Federal Investigation Authority (FIA) and National Commission on the status of women (NCSW).
For this purpose, a committee of YDFs will be formed whereby they will be responsible for liaison with their respective educational institutes to organize the event.
The representatives of FIA will give a brief presentation on cybercrime laws, policies and the process of filing a complaint, and how the state will be able to help the affected.
Objectives
- To establish connection and trust between the state and the youth
- Raise awareness against cyber harassment and interventions that can be taken to counter it.
Impact
- Increase support of the youth towards the state and its initiatives
- Increased awareness of cyber laws and how the state has formed protection laws for women of the country.
The following universities are requested to assign focal persons to organize the event at their universities. Details of Panelists are as follows:
- Mr. Sharafat Ali Chaudhry, Legal Advisor, NCSW: is an Advocate High Court Islamabad, the member of Special Committee constituted under the Anti Rape (Investment & Trial) Act, 2021 and the member Islamabad Child Protection Advisory Board. He has previously served as National Legal Consultant for Food and Agriculture Organization of United Nations and UNFPA besides he is the founding chairperson of the School for Law and Development Islamabad Pakistan. He has expertise in Pakistan law and legislation, with Women and Child protection whereas criminal law is the area of his specialty.
- Ms. Nabila Malick, Technical Advisor, NCSW: Nabila Zar Malick is an expert in gender politics, governance and community mobilisation, with a career spanning over three decades. Starting her career as a journalist, she switched to the development sector two decades ago and has since become a leading voice and advocate for human rights in Pakistan. She has led largescale, globally recognised projects in various capacities. She has organised and moderated discussion panels with key stakeholders, developed training workshops,
spearheaded donation drives, spoken at international platforms such as the UN Commission on
Population and Development (UNCPD), and Universal Periodic Review (UPR), and conducted critical data research. She has worked extensively to advance Sexual and
Reproductive Health and Rights. As part of the core team at International Planned Parenthood Federation, she helped developed the Sexual Rights Declaration.
- Ms. Shabana Arif, Gender Advisor, NCSW: She has more than 27 years of experience in the development sector. She started her career in the development sector with renowned NGO Bedari in 1995. This was the time when the term “Gender” was starting to take over the development world. At the time Bedari was training the first batch of gender trainers and she had the privilege of being trained with one of the finest and foremost batch of gender trainers. She later joined ROZAN as a program officer. Her hard work and in-depth understanding of issues resulted in steady promotions and left as Director Programs Rozan where she headed a team of 50 staff members and looked after 110 million budget accounts annually. She has also worked in the field, with state institutions, and with private stakeholders to create linkages that can best address the issues concerning social justice. In this regard, she hosted leading civil society networks including Coalition of Ethical Journalism, Child Rights Movement; a coalition of 200 plus I-NGOs with 8 Chapters, Insani Haqooq Ittihad. She further coordinated the consultative process for the preparation of the CRC Alternative Report of civil society and presented it to the UN Committee on the Rights of the Child, Geneva on behalf of the Child Rights Movement Pakistan.
